E filing of Income Tax returns can be filled with or without digital signature .Only 15% returns of total e filed returns are digitally signed in AY11-12, this number is rising but not enough . So Most of the returns are filed by the persons are without digital signature.
When income tax return is e filed without digital signature then ITR-V is required to be send to CPC , Bengluru office with in 120 days from uploading the xml file at www.incometaxindiaefiling.gov.in site.
But in all most 10-15 % cases , person are not sending ITR-V with in due time or even after extension of time in the past.
At this point nearly 20 lakh ITR Vs pertaining to AY11-12 have not been received by CPC. 2-3 % ITR are missing due to postal delay/error but balance are due to person himself.
The ITD is currently working on finding a solution to this issue. In the meantime all assessees whose returns are not yet processed by CPC are requested to call the CPC call centre or check in the Efiling website and confirm if their ITR Vs have been received. CPC has been periodically sending email and more recently SMS reminders to all the email addresses and mobile numbers which are stated in the ITRs, wherever ITRVs have not been received.
The income tax department is set to introduce a free-of-cost and easy-to-operate electronic signature facility to file income tax returns electronically.
The facility will help taxpayers who do not have a digital signature. It will save them from the mandatory requirement of sending a hard copy of the return filed electronically through speed post to the department’s central processing centre in Bangalore.
Acquiring an electronic signature will not involve any cost for the taxpayer, as it will be provided by the department.
Currently, only those having digital signatures acquired through specified vendors by paying the required charges need not send the hard copy of the return to the department after filing electronically
