ADDITIONAL INCREMENT TO CENT GOVT EMPLOYEE

Sixth pay commission has recommend uniform date of annual increment i.e July for all central govt. employees and due to these rules one increment has been denied where increment in old scale of employee is due in between Feb 2006 to June 2006 and it was a hardship to that employees .Now central Govt has agreed to grant one additional increment to such employees as one time measure.

Central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006

Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008. 

In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007. 

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale. 

3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.The pay of the eligible employees may be re-fixed accordingly. 

4. In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

  1. employees who joined on or before jan to june 2006 will get one increment. but what about the emplyees who joined on or before jan to june 2007. issue pertains to giving one increment basing on the month not on the year. so kindly apply the same to the employees who joind on year 2007.

  2. Sir, My increment date is Mar before 6th pay and i got 2nd ACP wef from Mar 2007. As per rule Central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006. But may case rejected due to option to fix my pay under 2 nd ACP wef 17 MAR 2007 AND THE PAY FIXATION UNDER rpr-08. kindly intimate shall get or nor

  3. my date of increment is 1st may. I got MACP in Sep 2010. How my new increment is calculated. please send working out sheet/due and drawn statement. or which site i have to visit. please advise.

    MINISTRY OF FINANCE ‘s ORDERS GRANTING ONE TIME MEASURE INCREMENT ON 1.1.2006 FOR ALL OFFICIALS WHOSE INCREMENT FELL DUE BETWEEN FEBRUARY AND JUNE 2006 is not applicable to the retired employees between January to June,2006 which is great injustice and also for loss of one increment in fixation of pay as well as in pension compared to other employees although they were on service/ duty as on 01-01-2006 in the following case :-
    What about the case of a person whose annual increment was due between Feb to June,2006 ( last increment drawn in Feb- June,2005 ) but retired before the normal date of increment i.e. Feb-June,2006? Whether such a person is also entitled to grant of one increment on 1.1.2006 since they were in service on that day (01-01-2006)? if not, such employees will be in a great loss compared to other similar category of employees whose increment is in the month of Feb-June 2006 and retired in July,2006 & onwards as they will get two additional increments on 01-01-2006 & 01-07-2006 and also other consequent retirement benefit.
    Although, as per the confederation’s clarification it is APPLICABLE TO ALL GOVERNMENT EMPLOYEES AS ON DUTY ON 1.1.2006 AND WHOSE DATE OF INCREMENT WAS BETWEEN FEBRUARY AND JUNE, 2006 WOULD BE NOW GIVEN AN INCREMENT IN THE PRE-REVISED SCALE OF PAY AS ‘ONE TIME MEASURE’ AND THEN AGAIN REFIXED WITH ANOTHER INCREMENT IN THE NEW PAY ON 1.7.2006. ALL SUCH OFFICIALS WHOSE PAY WILL BE REFIXED W.E.F. 1.1.2006 SHOULD GET ARREARS AND OFFICIALS WHO RETIRED AFTER 1.1.2006 WILL GET THEIR PENSION UPWARDLY REVISED WITH ALL CONSEQUENTIAL RETIREMENT BENEFITS.
    please clarify the matter. if required, the matter may please be take up again for the benefit of retired employees and also for natural justice.

  7. My joining date is 1st march, 2006 as scientific assistant B (basic pay 5500). Am i eligible for increment arrear?
