SERVICE TAX - EXTENSION OF E-PAYMENT DEADLINE AND OF BANKING HOURS FOR SERVICE TAX ASSESSEES
CIRCULAR NO. 205/3/2017-ST, DATED 27-3-2017
The Reserve Bank of India has issued instructions vide Notification RBI/2016-17/250 dated 16th March 2017 wherein it has been decided that all agency banks shall keep the counters of their designated branches conducting government business open up to 8.00 p.m. on March 30, 2017 and up to 6.00 p.m. on March 31, 2017. All electronic transactions would, however, continue till midnight of March 31, 2017.
2. Thus the assessees can make e-payment till the midnight of March 31, 2017.
3. It is requested that Trade Notices may be issued to publicize the extended e-payment hours as well as the extended banking hours.
RBI has also directed all Banks to remain open from 25.03.2017 to 31.03.2017 even on holiday , Earlier instruction was issued for 01.04.2017 also but later on withdrwan by RBI,
Payment systems to remain open on all days from March 25, 2017 to April 1, 2017
A reference is invited to the circulars DPSS.CO.CHD.No./2656/03.01.03/2016-17 dated March 23, 2017 on “Special Clearing operations on March 30 and 31, 2017” and DBR.No.Leg.BC.55/09.07.005/2016-17 dated March 24, 2017 on “All Agency Banks to remain open for public on all days from March 25, 2017 to April 1, 2017”.

With a view to facilitate accounting of all the Government transactions for the current financial year (2016-17) by March 31, 2017, it has been decided that all payment systems, including RTGS and NEFT would operate, as on a normal working day, during the period March 25 to April 1, 2017 (including Saturday, Sunday and all holidays). Besides, the extended timings on March 30 & 31, 2017 for the centralised payment systems viz., RTGS & NEFT, have already been a advised to the member banks via a broadcast message.

A reference is invited to the our recent circular RBI/2016-17/257DPSS.CO.CHD.No./2695/03.01.03/2016-17 dated March 25, 2017 stating that all payment systems, including RTGS and NEFT would operate, as on a normal working day, during the period March 25 to April 1, 2017 (including Saturday, Sunday and all holidays). However, on reconsideration, it has been decided that all payment systems will remain closed on April 1, 2017. A separate broadcast message in this regard will be issued through the respective system to the member banks.
2. In this context it is clarified that our instructions issued vide RBI/2016-17/255 DPSS.CO.CHD.No./2656/03.01.03/2016-17 dated March 23, 2017 (on conducting Special Clearing operation on March 30 and 31, 2017) remains unchanged.
